The elements of this have all been in production for a long time, and
need only be adapted (not necessarily easy, of course!). Some
high-end mountain bike head sets (front fork) include a spring and shock.
I've seen motorcycle front forks with pneumatic preloading. One could
also preload with a ring at one end of the support spring, with ramp
stops, as is commonly done on the rear shock mounts of motorcycles.
