I'll refer you to the FAQ, available on the unicycling home page,
for a list of the levels as well as other interesting questions.

Other sources for skill lists are the IUF and USA rulebooks, both
in the games section of the unicycling page, and the "fun things
to do on a unicycle" section of the unicycling page.

In short, though, there are 10 skill levels (well, 11 if you count
the rider level). Each of the 10 main levels has a number of
specified skills, and you have to do a mount for each level.
You have to be tested by an official judge. Some clubs have them,
otherwise you get tested at a unicyle meet.

People have different views on attaining the skill levels. Some use
them as goals to work for. Others work on them to be competitive
with fellow unicyclists (My case). Others avoid the procedure,
figuring they will learn what they want to learn. Some of the skills
are truly useful, like idling and riding backwards. Some of them
are only for show, like riding with the stomach on the seat.

The big thing I got out of the list when I first saw it was that I
will always have new things to learn. You never run out of new things
to do on the unicycle.
